The solar project comprises 83,000 photovoltaic panels laid out on 105 acres. USS-POSCO Industries, which had owned the site, conducted extensive cleanup of the land under the supervision of California Department of Toxic Substances Control.

The solar energy project is covered by a 20-year power purchase agreement (PPA) with Pacific Gas & Electric (PG&E).

Blue Oak Energy will operate the solar facility whose engineering, procurement and construction was handled by McCarthy Building Companies. Hanergy America Solar Solutions had completed the development and managed the construction of Columbia Solar Project.
